Yes the Klingons could win, but I doubt it. They lack the ability to fight without honor and would just be caught off guard really to Romulan tactics. You talk about how it's harder to target smaller ships but in reality, no it's not, it's the 24th century, I think we got some pretty good computers at our desposal that prevent a ships size from saving it's life.
Then you got all the large ships the Romulans have but then they also have smaller ships such as the shrike and a few others I can't think of their names. Baron, i'm simply showing you that the Romulans wouldn't be as helpless as you so desperatly think, thats the only point i'm really trying to get accross.
Admit that a Romulan/Klingon war could result in a Romulan victory as well as a Klingon victory and we can put this to rest.

Well if such powers would go to war with each other, the whole quadrant would most probably join not just federation, so it would depend on A LOT of factors  In the end prolly noone would win, thy would all loose,......

It would be another Dominion war basically, except without the dominion, romulans continue to be the bad guys, and klingons are the wild card.

And in the Beta Quadrant the Federation would have some trouble since the fed borders the Beta Quadrant and there are a few powers that would like to cause trouble also.

Actually the Klingons are in the beta quadrant if I remember correctly, but I think he ment all the major races located around the federation

From what I understand, the Klingons are in the beta quadrant as are the Gorn, the Romulans, and the Tholians. The Federation is in both alpha and beta quadrants. The Cardassians, the Tzenkethi, Bajor, and the Breen are in the alpha quadrant, the Dominion obviously in the gamma quadrant, and the Borg obviously in the delta quadrant and possibly in the beta quadrant, too.
