A ship with 27 cubic kilometers would have millions of crew, but that's besides the point. The reason the Borg are so scary is because they are unbeatable. And that cube that "a few ships plus the EE blew up" had already been shot at for two or three days by the Typhon fleet, resulting in the loss of over 40 starfleet ships. I don't know how many more it blew up in Earth orbit. The outer hull (this is a paraphrase) was "heavily compromised" by the time the EE showed up. And that was a regular cube, no torps, no heavy external armor. I think if a tac cube showed up (let alone two) the Alpha quadrant combined couldn't do a thing about it.

Also some estimates state that a cube must be damaged more than 90% to halt its repair and regeneration process, so if you fight piecemeal like starfleet did you'll never kill it.

Is it just me or are the Romulans too centralized? The Klingons have an adversarial tribal structure that necessitates each house having a large military component to act as a coast guard, or local constabulary. In national emergencies like the dom war these fleets can be called up, hence the huge destroyer to capital ship ratio we see compared to other races. The Romulans on the other hand have a small military made up of exclusively capital ships, geared seemingly to suppressing internal revolts and intimidating outsiders. And while their ships are high quality, I wouldn't give odds in a Nebula vs. D'deridex, and I know a Galaxy can easily defeat one. (Various TNG where E-D takes minimal damage, also VOY Prometheous)

Very true about the writers and Picard, although the warbirds were eaten for lunch by voyager's writers in Prometheous, and eaten for lunch by the DS9 writers in the whole Dom war thing (only a handful of galaxies were lost, a huge proportion of warbirds were lost, but we've talked about that before). I'm not sure by what metric you claim they're equal ... if you're assaulting a planet the D'deridex is better, but they're barely in the same class in space combat.

Captial ship run by underarmed, small empire in comparison with rival empires, conclusion, romulans the "new species" on the block, always will, never be as strong simply because they are small, and tend to only build science ships, capital ships and shuttles, lacking diversity

Dom vs tac cube.
Well... we know that tac cube aren't invulnarable, than again we shouldn't be sure they exsist just look at the source but when it comes to addaption, the dominon are to stupid to start a battle with ramming tactics, against new species, that is a finishing move, and due to the fact the ship is small and weakly shielded (as compared with borg weponry) the entire fleet would be borg drones within the hour, bye bye dom
