i have never had that problem...(maybe it is because i hae only played as romulans twice or three times)

All my ships always repair, so it's kinda odd yours don't. Only other advise is to line it up behind the repair yard before you tell it to repair.

well, another story is that Tavara will react for 'R' normally if crew is complete. If there is missing even 1 crewmen it will recrew, but otherwisse it will go for shipyard and repair. Thats all there is.
