well, i just watched star trek VI last night on Spike TV and when two security guards showed up after a phaser was fired aboard the Enterprise-A, they had a flak jacket like body armor and helmets on. the security guards in the earlier movies had armor and helmets too. they never got shot at though so the armor's effectiveness is unknown. it must have done something though for them to wear it.

During fights, officers and other personel have only their uniforms. without only protection against phaser fire. It would be strange that they have phasers but nothing to an officer from phaser fire.

I wouldn't be a ground troup between a phaser fire fight in the Star trek, it's just a matter of how many men you trow in a battle with phasers
They dont have armor because
Num. 1= Theres no point! a phaser set in Setting 7 (enough to kill a humanoid) could probalby blast through duranium and theres absolutely no point in armorx
Num. 3= They only make the troops less agile against the enemy
Num. 3= The armor costumes will probalby cost too much

I think he might be talkin about the cost for the show. If they had to have amor for everyone, it would've been stretching the budget.

I meant on the 21st Century, the costumes will cost too much, a phaser rifle costs like 400 U$ so how mcuh u think arming like 10 security officers will armors will cost?

If you remember in the DS9 episode where ODO and Sisko went back to earth the admiral made a comment about that they stockpiled weapons and persoonal shield generators wich we never saw used in action.
