Uh a timed bomb with gas inside or any kind of bio or chemical substance during an event would cause a huge amount of panic and deaths.
Plus they wouldn't care about killing themselves, and you can just put a timer on the bomb anyway.

Actually they only killed around 3,500, although that is still a huge amount of innocent people. Unless you ment to say they thought they could kill more.
